'A civilized nation's first concern is for its children. To provide for the care of British children the country has built up an extensive system of social services. Before the baby is born the mother is given advice and treatment at special clinics. After its birth she takes it to a welfare centre where the infant's health is regularly cared for and the mother receives advice on the rearing of her child. From then until the child leaves school its health is carefully guarded.' [1]
